Berlin, April 1929: Cologne police lieutenant Gereon Rath joins his colleague Bruno Wolter in the investigation against a porn ring in Berlin. After a raid his case turns into a new direction after stumbling over a photograph. He meets the stenographer Charlotte Ritter who feeds her family with work for the police. In a heist on a freight train russian revolutionaries append a wagon with explosive content to be smuggled to Berlin.

Gereon Rath’s interrogation of arrested porn producer King is completely out of control. Charlotte Ritter accidentally rescues Rath from a delicate situation in the praesidium and is privy to one of his secrets. In the evening she goes dancing in the Berlin club “Moka Efti”. In the ranks of the Russian revolutionaries there is a momentous betrayal.
